Outside Development Zone (ODZ)

Countryside land where new development is generally prohibited under a strict "ODZ is ODZ" planning policy, with narrow exceptions.

Outside Development Zone (ODZ) land sits beyond Malta’s designated development boundaries - essentially protected countryside - where new building is generally prohibited under a strict “ODZ is ODZ” planning policy adopted after 2006. Narrow exceptions exist (such as reconstruction of existing farmhouses, or large rural holdings above a minimum size), and a regularisation scheme allows some pre-2016 properties with minor ODZ encroachments to be legalised for a fee.

Buyers should always confirm whether a property - or any part of its boundary - falls within an ODZ before purchasing, since this materially affects what can legally be built, extended or sold. A perit or notary can confirm ODZ status from the site plan.
