North vs South - Malta's Property Market by Region

How Malta's Northern and Southern localities compare on price level, transaction activity and rental demand, and where the popular "North vs South" framing breaks down.

“North vs South” is a common shorthand among buyers and agents for two broad clusters of Malta localities - loosely, the Northern Harbour and North regions against the Southern Harbour and South Eastern regions - rather than an official NSO or Planning Authority classification. It’s a useful starting mental map, but it breaks down as soon as you look closely at any specific town, so treat what follows as a directional comparison, not a rule.

What “North” and “South” mean here

For this comparison, North covers the Northern Harbour towns (Sliema, St Julian’s, Gżira, Swieqi, San Ġwann, Pembroke and their neighbours) together with the North region proper (Mellieħa, St Paul’s Bay, Mosta, Naxxar). South covers the Southern Harbour towns (Valletta, Floriana, the Cottonera towns, Marsa, Paola) together with the South Eastern region (Marsaskala, Marsaxlokk, Żejtun, Birżebbuġa and their neighbours). Western-region towns like Attard, Rabat and Siġġiewi sit outside both clusters and aren’t part of this comparison.

Price level

The North’s price ceiling is materially higher than the South’s. NSO’s 2025 relative apartment price level data placed Sliema at 160.98 and St Julian’s at 157.43 against a national average of 100 - the two highest readings in the country - with Pembroke and Swieqi both above 139. Nothing in the South Eastern region approaches that tier; Marsaskala and Marsaxlokk both carry moderate price levels, well below the Northern Harbour core.

The exception that breaks the pattern cleanly is Valletta and Floriana, both technically Southern Harbour localities and both carrying high price levels driven by historic character and capital-city status rather than by anything the “North is expensive, South is affordable” framing would predict. Treat the Cottonera towns (Birgu, Bormla, Senglea) and Southern Harbour more broadly as their own distinct sub-market rather than assuming Southern Harbour pricing behaves like South Eastern pricing.

Transaction activity

By final deed count, the two most active localities in Malta in July 2026 were split across the regions: St Paul’s Bay (North) led with 89 residential transactions, and Marsaskala (South Eastern) was second with 60, ahead of Mosta’s 54. That suggests transaction volume isn’t concentrated in one region over the other - both the North’s affordable coastal towns and the South East’s regenerating coastal towns are seeing genuine owner-occupier and investor demand, just at different price points.

Rental demand and character

Rental demand in the North skews toward two distinct drivers: professional/office demand around St Julian’s and Sliema, and tourism/holiday-let demand around Mellieħa and St Paul’s Bay. The South’s rental story is more residential and less tourism-driven outside of Marsaxlokk and Valletta specifically - Marsaskala, for instance, functions more as a residential and weekend/summer destination for Maltese families than as an expat-dense rental market, leaning toward capital appreciation and steadier local demand rather than immediate yield. See Marsaskala vs Marsaxlokk for how two neighbouring South Eastern towns differ from each other despite sharing a region.

Which way to read this

Buyers chasing the highest absolute rents, the widest choice of premium modern stock, or the strongest historical capital appreciation track record should look North, and should expect to pay for it. Buyers prioritising a lower entry price, more local and less transient tenant demand, or exposure to a regeneration story - while accepting a longer commute to the Harbour employment core from most South Eastern towns - should look South, while remembering that Valletta and Floriana are priced like Northern Harbour towns despite sitting geographically in the South. The region label is a starting filter, not a substitute for comparing specific localities - see Malta Property Prices by Locality for the full, locality-by-locality breakdown behind this comparison.
